Whether you are building your dream home or a new commercial structure, the City’s Building Permit department can guide you through the process. Current state mandated building codes have created a maze of requirements and standards that the Building Permit personnel can explain and simplify as much as possible. Our goal is to help make what may seem a cumbersome process, as painless and enjoyable as possible.

Residential New Construction Building Permit, Checklist

Applications coming soon.

Document showing ownership, such as cash sale

State License or license exemption sheet (notarized)

Flood Zone A - Needs FEMA certificate (only needed if land is located in an A flood zone)

Flood Zone B & C - Needs elevation shots (if land is located in Flood zone B or C)

Survey - Current and stamped Note: Once the foundation is poured / set, an as-built elevation and setback survey (spot survey) must be submitted before any other inspections can be performed. This survey must include invert elevations for all culverts as well as setbacks and elevation at top of finished slab in comparison with the elevation of the crown of the roadway. The elevation of the slab must be at least 12” above the crown of the road.

2 sets of stamped plans - including foundation plans, floor plans, elevation drawings and detail drawings
(ONLY 11” X 17” DRAWINGS WILL BE ACCEPTED)

If in Historic District, a Certificate of Appropriate ness must be on file. Sewer and water determination - if an extension - all extension plans have to be approved by Public Works and the City Engineer before permit can be issued

Tree plot plan with trees marked that need to be removed

Note: All plans must state that they are designed according to the 2006 edition of the International Residential Code and will meet the 120 mph wind load requirements. The only item in the plan that is required to be stamped is the foundation plan. A professional engineer must stamp this plan.

Square footage under beam must be noted on plans

If the plans include a foundation plan, it must be stamped by a professional engineer.

State of Louisiana Commercial License

Flood Zone B & C - Needs elevation shots
Survey - Current and stamped with flood zone included Note: Once the foundation is poured / set, an as-built elevation and setback survey (spot survey) must be submitted before any other inspections can be performed. Site plan with the following:
Lighting details - verify compliance with Appendix B, Section 2.2 and Tyler Street Overlay (if applicable)
Landscaping plan - Appendix B, Part 4.4. Verify street frontage buffer area, number and type of Class A & B trees, screening for dumpster area, new buffer requirements for commercial uses and if existing trees and vegetation exist, they should be denoted on the plan.

Drainage plan

Parking plan - Appendix B, Part 4.1 and 4.2. Verify width, number and length of parking spaces - definitions. Verify width and length of parking entrances and accessways - definitions and landscaping sections. Verify that islands are located in proper places and have correct number of trees. Verify off-street loading requirements if needed.

3 sets of stamped plans - including foundation plans, floor plans, elevation drawings and detail drawings. (1 full size set, 2- 11” x 17” sets)

DOTD permit if on a State Highway

State Fire Marshal review letter

Dept. of Health review letter (if applicable)

If in Historic District, a Certificate of Appropriateness must be on file

If located Tyler Street overlay, an ad must be run in the paper regarding commercial projects on Tyler Street

Sewer and water determination - if an extension - all extension plans have to be approved by
Public Works and the City Engineer before permit can be issued

Building permit department must forward City Engineer review letters to developer and engineer

Building Permit department must monitor progress of submittals for extension and be up to date as to where the
City stands with regard to the progress of the permit

PROTECTED TREE REMOVAL:
Defined as all Live Oak Trees in excess of 12 inches in diameter at 4 1/2 feet above the ground (DBH) shall be preserved.

A minimum of 50 percent of all existing Class "A" trees that are eight inches or more in diameter measured at diameter breast height (DBH) in the required yard setback area shall be required to be preserved.

Requirements:
Location of each tree to be removed must be located on either a survey or plot plan of the property on which it is located.
Trees to be removed must be marked at the job location with either surveyor’s tape or masking/ duct tape. The use of spray paint is prohibited.
The reason for removal of each tree must be clearly stated on the survey or plot plan.
Note: If the above requirements are not met, the permit application will be DENIED.

House Moving Permit, Checklist

Document showing ownership, such as a cash sale

Plot plan showing the size of house, building and other structure and how it will be located on the moved-to lot, the size of
the moved-to lot, and the location of the lot within City limits

A stamped engineering plan for the foundation

Applicant must state in writing which streets will be used to move the building and get approval from the building permit
office and police department with regard to the route

A police escort is required at the applicant's expense and must be arranged a minimum 48 hours prior to the move

Furnish the City with pictures of the house, building or structure in its present setting and indicate the kind of material
of which it is constructed

If plumbing and electrical wiring are present that does not meet code, applicant must use new plumbing and wiring which
meet our current codes

Mover must furnish proof of insurance for moving a structure in the amount of $500,000 property damage and $500,000 personal liability

The permit must be secured at least 72 hours in advance of the move
