Utilities, how to set up and terminate service

 

Applicants for new service must bring proof of ownership or rental for the address for which they are applying for service to City Hall at 317 N. Jefferson St. We will make a copy of your identification and collect a deposit. Applications must be completed prior to 3:30PM in order to receive service on the day of application. Anyone who wishes to terminate service must complete a utility termination form. Minimum bills will continue to be charged to any address for which we have not received this formal request for termination of service. You may call 892-1811 for more information.

Construction Projects For Bid
 

On May 27 the City will advertise the following bid:

INVITATION TO BID

Sealed bids will be received by the City of Covington, Louisiana at 317 N. Jefferson, Covington, Louisiana 70433 for BRIDGE REPLACEMENT, WEST 19th AVENUE AT SIMPSON CREEK, COVINGTON, LOUISIANA, until 2:00 p.m., local time, Tuesday, June 29, 2010, at which time and place bids will be publicly opened and read aloud.  Work includes the furnishing of all materials and labor required to perform the work indicated on the Drawings and Specifications prepared for the project listed above.

Complete bid documents may be obtained from Pinnacle Engineering, L.L.C., Consulting Engineers, 216 N. Columbia Street, Suite C, Covington, Louisiana 70433, at a cost of $50.00 to the Bidders.

No bid may be withdrawn for a period of thirty (30) days after the date for receipt of bids.

Bidders must meet requirements of the State of Louisiana Contractor's Licensing Law R.S. 37:2151-2163.

The Owner reserves the right to reject any and all bids and to waive any informalities incidental thereto.  Bids which deviate from the project plans and specifications will not be considered.

A pre-bid conference will be held on Thursday, June 17, 2010 at 10:00 a.m., at Pinnacle Engineering, 216 North Columbia Street, Suite C, Covington, Louisiana.  The pre-bid meeting is voluntary, attendance not required.

Capital Improvements/public works project updates
 

 

Capital Improvements - Street Paving

The LA Department of Transportation Will Begin the Boston Street Overlay This Month

Barriere Construction Company LLC plans to begin the Boston St. Overlay Project by June 15th. The project will take place in three basic phases and will extend from the Claiborne Hill area to Tyler St. including Boston St. and 21st Avenue, and the intersection of Jefferson and 21st/Boston.  This is very exciting and will be done with as little inconvenience to our businesses and the public as possible. The project is scheduled to be completed within 8-10 weeks. The schedule is as follows:

Phase 1.  Asphalt and concrete patching.  The patching will be done one lane at a time in order to direct traffic flow through the turn lanes. In other words work will be done in one lane and then the other in an attempt to keep traffic flowing during this phase. Conduit for new decorative traffic signals will be installed during this phase. The patching is expected to take 8-10 days/two weeks.

Phase 2.  Milling. The milling (removing the existing asphalt) will be done primarily in the evenings beginning around 6:00. The milling machine is 7’ wide and the roadway is approximately 30’ wide. During the milling vehicles will have to take side streets to avoid the area where work is being conducted.  This is the joy of a grid roadway system. There are many ways to get to the same place. Approximately 2” of material will be milled on 21st Avenue from Tyler to Jefferson and 4” will be milled on Boston St. through Downtown. The milling is expected to take 4 days/1 week.

Phase 3.  Paving. There are two courses of paving. The first is the binder course and the second is the wearing course. Again, this work will be done primarily at night. The paving is expected to take 4 days/1week. Driveways will be handled individually and again, with as little inconvenience to everyone as possible. The milling and paving work will result in some noise (mostly when machinery backs up) and vibration.

We are very excited about this project and the face lift that it will give our main street. It is the first portion of the overall improvement of the Boston St. streetscape. The second portion will include new traffic signals and handicapped ramps at the intersections. The final portion will include landscaping and sidewalks. Boston St. will be more beautiful than ever when we are finished. Many thanks to the staff at DOTD and Barriere Construction for their cooperation during this project. I know it will go well.

The City's 2010 Annual Street Overlay Project

This project was recently awarded to Boh Brothers Construction Company. The Notice to Proceed was issued for May 17, 2010 and work should begin soon. We are awaiting the contractor's schedule and will post it when it is received. Watch this space for further details.
