Yes, you must file for a permit to cut a tree on private property whether it is dead, or diseased. Once a permit application has been filed with the Building Department office; the tree will be inspected by the Building Inspector. If the tree is deemed alive, the permit to cut will be denied. All trees requested to be cut shall be marked with a high visibility tape.
2. Do I need to obtain a permit for a swimming pool?
Yes, you must fill out a permit application. A property survey is required showing the proposed location of the swimming pool and must show yard setbacks.
3. Do I need to provide a property survey for a renovation?
A property survey will only be required if there is a proposed addition.

6. When do I schedule an inspection?
Inspections should be called into the Building Department at least 24 hours in advance. Inspections should be scheduled for temp pole and onsite toilets, underground plumbing, foundation pre-pour, close walls (rough-in), 30-day test meter, and final inspection. Note: some inspections may vary depending on the scope and type of project. The cut off time for scheduling for the next business day is 2:00 pm. Call 985-898-4725 to schedule an inspection.
7. Do I need to provide a FEMA elevation certificate with the permit application packet and property survey?
A FEMA elevation certificate must be provided when the property is located in an A or B flood zone only. A licensed land surveyor must complete this certificate.
8. Do my building plans have to be stamped by a professional of record?
The only plan that must be stamped by a professional of record is the foundation plan. This plan must be stamped by a licensed professional engineer with the State of Louisiana. All plans must state that the project is designed according to the 2006 International Codes (2006 IRC for Residential projects and 2006 IBC for Commercial projects). All structures must also be designed to withstand 120 mph wind loads.
9. Do I need a permit to install a culvert?
Yes, you must obtain an excavation permit through City Public Works.

You must submit all complaints to the Building Department in writing. A complaint form can be obtained from the Building Inspector.
12. What building code does the City of Covington enforce?
The 2006 edition of the International Building Code is enforced for commercial projects. The 2006 edition of the International Residential Code is enforced for all one and two family residential projects. The 2005 National Electric Code is enforced for all projects. The 2000 edition of the Louisiana Plumbing Code is enforced for all projects. Note: All plans for commercial and residential projects must verify that the structure is in compliance with the above codes and meet the 120 mph wind speed requirements.
13. How can I obtain a copy of an ordinance?
Copies of the City Ordinances may be obtained through City Hall. The ordinances are also viewable online at www.cityofcovingtonla.com.
14. How can I obtain copies of codebooks and reference material?
All code books and reference materials can be purchased online through the International Code Council website at www.iccsafe.org.
15. How much fill can I place on my property?
This depends in which flood zone the property is located. According to City Ordinance Code Chapter 18 Sect. 18-153 (i) (1) it states that at no time shall fill for any primary residence, apartment, swimming pool or other building improvement exceed an average of 12 inches above natural ground grade. (THIS APPLIES TO RESIDENTIAL PROPERTY IN FLOOD ZONES A AND B)
Section 18-153 (2) (a) states that at no time shall fill for any building improvement exceed an average of 24 inches above natural ground grade. Fill for any site improvements exceeding an average of 12 inches above natural ground grade shall be retained in a fully enclosed retaining wall system so as not to allow spillage of fill material onto the remainder of the site. (THIS APPLIES TO COMMERCIAL PROPERTY IN FLOOD ZONES A AND B)
For residential properties located in a "C" flood zone, fill for any building improvements, such as primary residence, garage, apartment, pool house, swimming pool or other building improvement, exceeding an average of 12 inches above natural ground grade shall be retained in a fully enclosed retaining wall system as to not allow spillage of fill material onto the remainder of the site.
For commercial properties located in a "C" flood zone, fill for any building improvements exceeding an average of 12 inches above natural grade shall be retained in a fully enclosed retaining wall system so as to not allow spillage of fill material onto the remainder of the site.
16. Will the City conduct a water and sewer determination for my property?
Yes, the Department of Public Works conducts water and sewer determinations when requested by the Building Department. Once the determination is complete, a form is sent to the Permit Clerk to be placed in the permit file. If a fee is required, then that fee will be added to the Building Permit fees.
17. Where can I obtain a Building Permit application?
A building permit application can be obtained at the Building Department located in City Hall. The application must be filled out completely. If there are any questions regarding the application, someone from the Building Department will be glad to assist you.
